Makarov, who played a significant role in the original Modern Warfare story as the mastermind behind the events of the trilogy, is considered the main antagonist and leader of a terrorist cell that triggers World War 3 in the game’s universe. In the new series, he has taken a more mysterious background role, but hints and evidence found by fans suggest his involvement.
